Regional Technical Officer, HTS and Prevention Ruvuma

About the role

The Regional Technical Officer (RTO) will provide technical leadership and support for HIV prevention and HIV Testing Services (HTS) interventions under the EpiC project in Tanzania. The role focuses on HTS, HIV self‑testing, Social Network Strategy, PrEP, demand creation and integration of NCD screening within public health platforms.

Key responsibilities

• Support technical planning, implementation and monitoring of HIV prevention and testing services across the Ruvuma region.
• Strengthen health facility capacity to deliver HTS, identify unreached HIV‑positive clients and ensure linkage to care.
• Provide technical oversight for Provider‑initiated HIV Testing and Counselling at all service points.
• Lead high‑yield HTS and Linkage Case Management strategies and support sites to meet first‑95 targets.
• Integrate NCD screening and basic management into HIV and MNCH service delivery.
• Conduct routine monitoring, data collection, reporting and use of HTS, HIV prevention and NCD data for quality improvement.

Required profile

• Degree in Medicine, Nursing or related field with national registration; MPH is an advantage.
• Minimum 4 years experience in HIV prevention, HTS, public health or related programs.
• Proven experience in technical assistance, capacity building, mentorship and supportive supervision.
• Experience working with Ministry of Health, USG‑funded or other donor‑funded health programs.

Required skills

• Strong knowledge of HIV prevention, HTS, HIV self‑testing, PrEP and linkage services.
• Data analysis and performance monitoring for decision‑making.
• Proficiency in Microsoft Office applications and project monitoring systems.
