Regional Technical Officer, HTS and Prevention

About the role

The Regional Technical Officer (RTO) for HIV Prevention and Testing Services will provide technical leadership and support for the implementation of HIV prevention, testing, self‑testing, Social Network Strategy, and PrEP interventions under the EpiC project in Tanzania. The role focuses on strengthening service quality, coverage, and impact across police, prisons, and public health facilities.

Key responsibilities

• Support technical planning, implementation, and monitoring of HIV prevention and testing services across the region.
• Strengthen health facility capacity to deliver HTS, HIVST, PrEP, and linkage to care, including integration of NCD screening.
• Provide technical oversight, mentorship, and capacity‑building for junior staff and implementing partners.
• Ensure quality assurance, ethical standards, and data‑driven decision‑making for all HTS activities.
• Collaborate with Ministry of Health, regional health teams, CSOs, and other partners to improve linkage and referral pathways.

Required profile

• Degree in Medicine, Nursing or related field with national registration; MPH preferred.
• Minimum 4 years of experience in HIV prevention, HTS, or related public health programs.
• Experience working with Ministry of Health, USG‑funded projects, and donor‑funded health programs.
• Proven ability to provide technical assistance, mentorship, and supportive supervision.

Required skills

• Strong knowledge of HIV prevention, HTS, HIV self‑testing, Social Network Strategy, and PrEP.
• Data analysis, performance monitoring, and data‑use for decision‑making.
• Proficiency in Microsoft Office applications and project monitoring systems.
