People & Culture Officer, Dar es Salaam

About the role

FHI 360 is looking for a People & Culture Officer in Dar es Salaam to deliver professional-level HR and culture services for the country office. The role supports staff in recruitment, employee relations, performance management, benefits, administration and compliance, gives first-line guidance on routine policy application and helps improve P&C processes. The post reports to the Senior P&C Officer.

Key responsibilities

• Post vacancies on WorkDay, coordinate interviews and conduct reference checks for project staff
• Advise employees and supervisors on policy, escalating complex or sensitive matters to the Senior P&C Officer
• Handle routine policy questions and workplace grievances
• Coordinate learning and development activities
• Maintain employee files and support internal and external audits with P&C documentation
• Support the performance management cycle and track timesheet compliance
• Draft routine P&C documents such as visa and bank introduction letters
• Process employee benefits enrolments and changes, liaising with providers such as medical insurance and WCF
• Maintain HRIS data, generate reports and update tracking documents and the organizational chart
• Drive wellness initiatives for the offices

Required profile

• Bachelor's degree in HR, business or a related field
• 2-5 years of progressively responsible HR experience, preferably in an NGO or donor-funded environment
• Good working knowledge of English, written and spoken
• Up to 10% domestic travel

Required skills

• Strong knowledge of local employment law and HR best practices
• Proficiency with HRIS and payroll systems
• MS Office Suite (Word, Outlook, Excel, PowerPoint, Access)
• Problem solving and conflict resolution skills
