Monitoring, Evaluation, and Learning (MEL) Lead – Tanzania

About the role

Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead to support the Tanzania Community‑Based Social Norms Change and Gender‑Based Violence Prevention Program. The role will guide MEL design, pilot surveys, and embed learning practices within the project’s Management Information System.

Key responsibilities

• Provide technical guidance on MEL data points and ensure integration with the PAMOJA MIS.
• Lead baseline and end‑line survey design, implementation, and analysis in pilot districts.
• Develop and embed a MEL module into the Training‑of‑Trainers curriculum for district staff.
• Advisory support to the PAMOJA M&E team, ensuring rigorous monitoring across all technical strands.
• Document lessons learned and support evidence‑based scaling to 15 councils.

Required profile

• Proven experience in monitoring, evaluation, and learning for gender‑based violence or community‑based programs.
• Experience designing and managing baseline/end‑line surveys in low‑resource settings.
• Ability to work collaboratively with government, donor, and local partners.
• Strong analytical and reporting skills.
