Senior Technical Advisor – HIV Care and Treatment

About the role

The Senior Technical Advisor provides strategic technical leadership to strengthen HIV care and treatment services across EGPAF‑supported regions and facilities, driving data‑driven improvements in treatment initiation, retention, adherence, viral load suppression and overall clinical outcomes.

Key responsibilities

• Lead development and implementation of HIV care strategies, work plans and performance improvement approaches aligned with national guidelines.
• Analyze the HIV treatment cascade, identify gaps, and guide corrective actions to improve linkage, initiation, retention and viral suppression.
• Provide differentiated technical assistance, coaching and mentorship to regional, council and facility teams as well as community structures.
• Strengthen data quality, routine analysis and use of program data to drive service improvement and decision‑making.
• Collaborate with government programs, partners and donors to coordinate interventions, support sustainability and institutionalization.

Required profile

• Minimum 8 years of progressive experience in HIV care and treatment programming, preferably in large‑scale donor‑funded public health programs.
• Demonstrated experience providing strategic technical leadership, mentorship and performance improvement support at regional, council, facility and community levels.
• Strong interpersonal, communication and stakeholder‑engagement skills.
• Experience working closely with government health authorities and implementing partners.

Required skills

• Technical expertise in HIV treatment cascade management, ART optimization and viral load monitoring.
• Knowledge of differentiated service delivery models and advanced HIV disease management.
• Ability to analyze program performance data and translate findings into targeted interventions.
• Experience supporting implementation of national HIV guidelines and quality improvement initiatives.
