Regional Technical Officer, HTS and Prevention

About the role

The Regional Technical Officer (RTO) for HIV Prevention and Testing Services provides technical leadership and support for implementing HIV prevention, testing, self‑testing, social network strategy, PrEP and integrated NCD screening under the EpiC project in Tanzania.

Key responsibilities

• Support technical planning, implementation and monitoring of HTS, HIVST, PrEP and related interventions across police, prisons and public health facilities.
• Strengthen health facility capacity to identify unreached HIV‑positive clients, ensure linkage to care and conduct provider‑initiated testing at all service points.
• Provide technical oversight for quality assurance, data collection, reporting and use of data for continuous improvement.
• Guide integration of NCD screening (hypertension, diabetes) into HIV and MNCH service delivery.
• Mentor junior staff, supervise technical activities and liaise with Ministry of Health, donors and implementing partners.

Required profile

• Degree in Medicine, Nursing or related health field; MPH is an advantage.
• Minimum 4 years of experience in HIV prevention, HTS, HIVST, SNS or PrEP programmes.
• Experience working with government health authorities, donor‑funded projects and providing technical assistance.
• Proven ability to develop technical reports, training materials and monitor budgets.
