Senior Technical Officer – Demand Planning Laboratory Services

About the role

The Senior Technical Officer (STO) will provide technical assistance to national health programmes in Tanzania, ensuring accurate forecasting, quantification, procurement and management of HIV, TB, Malaria and other priority laboratory commodities.

Key responsibilities

• Lead forecasting, quantification and demand planning for laboratory commodities to maintain uninterrupted availability.
• Develop, review and update national laboratory supply plans aligned with Ministry of Health priorities.
• Analyze consumption, morbidity, service utilisation and inventory data to generate accurate forecasts.
• Monitor stock status, shipment performance, pipeline and product shelf‑life, and implement risk mitigation measures.
• Support implementation of LMIS/eLMIS, ensure high‑quality data and establish KPI monitoring frameworks.
• Provide technical assistance, coaching and mentorship to national and sub‑national counterparts.

Required profile

• Demonstrated knowledge of supply chain management principles, demand planning and forecasting for laboratory commodities.
• Experience working with public‑health supply chain systems, donor‑funded programmes and national health policies.
• Strong analytical ability to collect, validate and interpret complex data sets.
• Excellent verbal and written communication skills in English and Kiswahili.
• Ability to work collaboratively across multidisciplinary teams and stakeholders.
