Senior Technical Officer – Demand Planning for HIV & TB

About the role

The Senior Technical Officer (STO) will provide technical support to Tanzania's National AIDS, STIs and Hepatitis Control Program (NASHCOP) and the National TB and Leprosy Program (NTLP). The role focuses on ensuring the availability and efficient management of HIV and TB commodities through robust demand planning and supply chain strengthening.

Key responsibilities

• Provide technical guidance to NASHCOP, NTLP and other stakeholders on demand planning, forecasting and supply chain management for HIV and TB commodities.
• Lead quantification exercises, bottom‑up quantification (BUQ) and pipeline analyses to ensure timely availability of quality commodities at all health system levels.
• Develop technical briefs, reports, guidance documents and tools to support research and best‑practice implementation.
• Mentor junior staff, monitor performance milestones and contribute to business development activities such as proposal writing.

Required profile

• Master’s degree in public health, pharmacy, laboratory science or related field.
• Minimum 6 + years of progressive experience in national quantification, demand planning or supply chain management for HIV/AIDS and TB commodities.
• Experience working with NGOs, government ministries, donors or implementing partners in Tanzania.

Required skills

• Supply chain management, demand planning and forecasting methodologies.
• Proficiency with national quantification tools (QAT, pipelines, Quantimed, Quan TB) and LMIS/eLMIS platforms.
• Database management software and Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Fluency in English and Kiswahili.
