Regional Technical Officer – Community Engagement, HIV

About the role

The Regional Technical Officer (RTO) for Community Engagement, HIV will provide technical and programmatic oversight of community and facility‑based interventions to strengthen linkage to care, ART initiation, treatment continuity and re‑engagement across Njombe region.

Key responsibilities

• Provide technical support and mentorship to CHWs, healthcare providers and CSOs to strengthen referrals, case management and use of national appointment and tracking registers.
• Conduct data analyses on ART retention and treatment continuation, identify improvement opportunities and recommend technical strategies.
• Monitor key project performance indicators, prepare timely reports and support evidence‑based decision‑making.
• Represent the project in regional and district technical workshops, meetings and stakeholder platforms.
• Ensure compliance with national SOPs, donor requirements and project guidelines.

Required profile

• Bachelor’s degree in public health, social sciences, international development or related field.
• Minimum 4 years of progressive experience in community‑based health programming, specifically HIV prevention, care and treatment.
• Experience working with NGOs, CSOs, CHWs and government health teams.
• Willingness to travel extensively (50‑75% domestic travel).

Required skills

• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft 365 applications such as SharePoint, Teams, Skype/Zoom.
• Strong data analysis and reporting skills, including interpretation of program data.
• Fluent in written and spoken English and Swahili.
