Senior Technical Advisor – Workforce Optimization

About the role

The Senior Technical Advisor (STA) for Workforce Optimization will provide technical leadership and support for health supply chain workforce development in Tanzania. The role focuses on designing, implementing and monitoring e‑learning modules and capacity‑building activities in partnership with the Ministry of Health, PO‑RALG, MSD and other key stakeholders.

Key responsibilities

• Lead the development, adaptation and implementation of health supply chain e‑learning modules.
• Design and oversee capacity‑building activities for the health supply chain workforce, ensuring quality and alignment with standards.
• Coordinate stakeholder meetings, present progress and identify actions needed.
• Monitor implementation of e‑learning activities, address obstacles and report on performance.
• Assess learning needs, prioritize learners and promote effective use of the e‑learning platform.
• Develop and update e‑learning content using software tools and train staff on their use.
• Evaluate reach and effectiveness of e‑learning modules and provide recommendations for improvement.

Required profile

• Master’s degree in pharmacy, health supply chain management or related health field.
• 8+ years of progressive experience in health supply chain workforce development, competency‑based training and e‑learning implementation.
• Registered and licensed with the appropriate professional regulatory body in Tanzania, where applicable.
• Proven experience managing project workplans, budgets and donor reporting.

Required skills

• Strong knowledge of e‑learning systems (e.g., Moodle).
• Proficiency with Articulate 360 or comparable e‑learning authoring tools.
• Experience developing multimedia scripts and content for digital learning.
• Ability to lead technical discussions, trainings and workshops with multidisciplinary groups.
