National Consultant – CRVS and Innovations Expert (5‑month consultancy)

About the role

The consultancy supports the operationalisation and early implementation of the BRIDGE‑TZ project in Tanzania, strengthening coordination among stakeholders and establishing robust implementation systems for civil registration and digital governance reforms.

Key responsibilities

• Coordinate with UNICEF, government partners and other stakeholders to ensure efficient project rollout.
• Establish and monitor implementation systems aligned with national civil registration reforms and digital governance priorities.
• Facilitate timely contracting of key service providers essential for project delivery.
• Support the sequencing and alignment of project activities with existing national systems.
• Provide analytical support and reporting to track progress and outcomes.

Required profile

• Master’s degree in public policy, information systems, social policy, public administration, development studies, public health or a related field.
• 8–10 years of experience in development programmes, especially in civil registration, digital governance or digital identity systems.
• Experience working with government systems in Tanzania or East Africa and supporting multi‑stakeholder programmes.
• Fluent in English and Swahili.
