Monitoring, Evaluation & Learning (MEL) Lead – Tanzania

About the role

Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead to support the Tanzania Community‑Based Social Norms Change and Gender‑Based Violence Prevention Program. Based in Dodoma, the role will guide the design, piloting, and national rollout of a community‑based GBV prevention model over an 18‑month fixed‑term assignment.

Key responsibilities

• Design the full MEL framework and develop data‑collection tools for the Bandebereho program.
• Lead baseline and end‑line survey activities in pilot district councils.
• Integrate MEL guidance into the PAMOJA Management Information System.
• Embed a MEL module into the Training‑of‑Trainers curriculum to ensure sustainability of data collection at the council level.
• Provide technical advisory support to the PAMOJA M&E team and ensure rigorous data capture across all project strands.

Required profile

• Proven experience designing and implementing MEL frameworks for community‑based interventions.
• Demonstrated ability to lead large‑scale baseline and end‑line surveys.
• Experience integrating MEL components into existing MIS platforms.
• Familiarity with gender‑based violence prevention programs and social‑norms change initiatives is preferred.
• Strong analytical mindset and ability to work collaboratively with government and donor partners.
