National Digital SBC & RCCE Systems Architect – Youth Engagement Consultant

About the role

UNICEF is seeking a consultant to lead the design and operationalisation of a nationally integrated digital Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE) ecosystem in Tanzania. Working closely with senior UNICEF leaders, you will align digital solutions with government systems and UNICEF strategy.

Key responsibilities

• Design a unified digital SBC/RCCE ecosystem anchored within the Ministry of Youth (MoY) and aligned with national priorities.
• Develop systems frameworks, integration models, SOPs, governance structures and coordination mechanisms across MoY, UNICEF and partners.
• Adapt and localise digital tools such as social listening platforms for the Tanzanian context.
• Establish interoperability and feedback loops linking MoY with other sectors and ministries.
• Support rollout, integration and sustained use of digital platforms within MoY and selected line ministries.
• Facilitate capacity‑building activities to ensure system adoption and institutional ownership.
• Manage the U‑Report ecosystem for Mainland and Zanzibar, aligning it with youth engagement strategies.
• Guide implementation of social listening tools and integration of IoGT and other platforms into a cohesive engagement ecosystem.
• Provide technical support for digital SBC campaigns targeting youth.

Required profile

• Proven experience in designing and implementing digital systems for public sector or development contexts.
• Strong understanding of SBC, RCCE and youth engagement principles.
• Ability to work collaboratively with government ministries, UN agencies and partners.
• Excellent analytical and problem‑solving skills.
