National Digital SBC & RCCE Systems Architect – Youth Engagement Consultant

About the role

UNICEF is seeking a consultant to lead the design and operationalisation of a national digital Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE) ecosystem in Tanzania. Working closely with the Chief of SBC and the Chief of Digital Impact and Innovation, the consultant will align the ecosystem with Ministry of Youth (MoY) priorities and government systems.

Key responsibilities

• Design a unified digital SBC/RCCE architecture anchored within the MoY and compatible with national priorities.
• Develop system frameworks, integration models, SOPs, governance structures and coordination mechanisms across MoY, UNICEF and partners.
• Adapt and customise digital tools such as social listening platforms and the U‑Report ecosystem for Tanzanian contexts.
• Support rollout, capacity building and institutionalisation of digital platforms within MoY and selected line ministries.
• Ensure interoperability, feedback loops and two‑way communication between platforms and SBC programmes.
• Provide technical assistance for digital SBC campaigns targeting youth engagement.

Required profile

• Proven experience in designing and implementing digital systems for government or large‑scale public health/communication programmes.
• Strong understanding of SBC, RCCE and youth engagement strategies.
• Experience working with ministries, NGOs and multi‑stakeholder environments.

Required skills

• Digital platform integration and architecture design.
• Social listening tools and U‑Report ecosystem management.
• Knowledge of government workflow integration and data interoperability.
