National Digital SBC & RCCE Systems Architect (Remote, 11 months)

About the role

UNICEF is seeking a consultant to lead the design and operationalisation of a national digital Social and Behaviour Change (SBC) and Risk Communication and Community Engagement (RCCE) ecosystem in Tanzania. Working remotely, the consultant will collaborate closely with the Chief of SBC and the Chief of Digital Impact and Innovation to align the system with government priorities and UNICEF strategy.

Key responsibilities

• Design a unified digital SBC/RCCE ecosystem anchored within the Ministry of Youth (MoY) and compatible with other ministries.
• Develop system frameworks, integration models, SOPs, governance structures and coordination mechanisms across MoY, UNICEF and partners.
• Adapt and localise digital tools such as social listening platforms for Tanzanian context.
• Support rollout, capacity building and institutionalisation of digital platforms within MoY and selected line ministries.
• Manage the U‑Report ecosystem for Mainland and Zanzibar, ensuring alignment with youth engagement strategies.
• Provide technical support for digital SBC campaigns, including youth‑focused initiatives like Kijana Imara and integration of birth‑registration campaigns.

Required profile

• Proven experience in designing and implementing large‑scale digital health or communication systems.
• Strong understanding of government digital integration and public sector workflows.
• Experience working with multi‑stakeholder environments, including ministries, NGOs and international agencies.
• Excellent analytical and problem‑solving abilities, with a focus on sustainability and institutional ownership.
