MEL Manager - Faith and Community Initiative (FCI)

About the role

The Faith and Community Initiative (FCI) in Tanzania is seeking a Monitoring, Evaluation & Learning (MEL) Manager to lead the design, implementation, and continuous improvement of its MEL system. This role will ensure that program results are tracked, data quality is maintained, and learning is integrated into program planning and delivery.

Key responsibilities

• Lead the development, periodic review, and implementation of the FCI Tanzania MEL Plan, aligning it with the global FCI MEL framework and Tanzania’s national health‑sector monitoring systems.
• Develop and maintain country‑specific results framework, indicator matrix, indicator reference sheets, performance monitoring plan, data‑flow diagrams, data‑collection tools, reporting calendars, data‑quality protocols, and learning agenda.
• Adapt global FCI indicators to the Tanzanian context while ensuring comparability across countries and consistency with government and donor definitions.
• Establish an integrated MEL architecture covering community platforms, spokes, hubs, regional/council systems, and national reporting systems.
• Define data roles, reporting responsibilities, source documents, reporting frequency, and verification arrangements for all partners.
• Integrate MEL into country work planning, technical implementation, budgeting, and partner agreements from programme inception.
• Collaborate with the Technical Director to establish indicators for service delivery, facility performance, hub/spoke functionality, workforce capacity, supervision, service quality, community engagement, referral completion, continuity of care, and sustainability.
• Incorporate GIS/geospatial analysis to support geographic prioritisation, service‑gap analysis, partner mapping, and visualisation of FCI coverage.
