Senior Regional Transport Policy Expert

About the role

NTU International is seeking a Senior Regional Transport Policy Expert to support the EU‑funded Technical Assistance to ECOWAS in Transport Governance project. The role will drive the development, harmonisation and implementation of transport policies and governance frameworks across the ECOWAS region, aligning with ECOWAS Vision 2050, AfCFTA and regional integration priorities.

Key responsibilities

• Develop, review and harmonise regional transport policies, strategies and regulatory frameworks.
• Provide technical advice on transport integration, corridor governance and multimodal connectivity.
• Coordinate policy efforts among ECOWAS institutions, member states, regional organisations and development partners.
• Prepare policy studies, strategic analyses, technical reports and recommendations.
• Support implementation, monitoring and reporting of transport strategies, standards and governance frameworks.
• Advise on sector reforms aligned with climate resilience, digitalisation and sustainability goals.
• Facilitate stakeholder consultations, policy dialogues and capacity‑building workshops.

Required profile

• Master’s degree in transport planning, public policy, economics, international development or a related field.
• Minimum 10 years of professional experience in transport policy, regional integration or infrastructure governance, preferably in Sub‑Saharan Africa.
• At least 7 years of experience specifically in transport policy development, regional governance or infrastructure strategy.
• Proven experience with donor‑funded programmes and international development cooperation.
