About the role

The People & Culture Manager leads HR operations for the Tanzania country office, ensuring compliance with local labor laws and FHI 360 policies while aligning people practices with organizational priorities.

Key responsibilities

  • Oversee all country‑level People & Culture functions, including recruitment, onboarding, performance management, learning & development, payroll and benefits.
  • Provide strategic workforce planning and talent management advice to senior leadership.
  • Manage employee relations, conduct investigations and resolve issues.
  • Ensure compliance with labor legislation, organizational policies and donor requirements.
  • Develop, streamline and report on HR processes and documentation.
  • Conduct new‑employee orientation, exit interviews and maintain accurate personnel files.
  • Design and deliver communication plans, training programs and orientation procedures.
  • Monitor and improve response times to employee inquiries.
  • Identify and solve business problems using up‑to‑date knowledge of employment law and best practices.
  • Train staff and managers on HR tools and analytical resources.
  • Lead continuous‑improvement initiatives to enhance user experience.
  • Supervise and develop the local People & Culture team.
  • Perform any other related duties as assigned.

Required profile

  • Comprehensive knowledge of People & Culture management and Tanzanian employment regulations.
  • Strategic thinking with the ability to influence senior leadership.
  • Strong leadership and staff development capabilities.
  • Ability to manage competing priorities in a fast‑paced environment.
  • Excellent oral and written communication skills, tactful with diverse cultures.
  • Discretion in handling sensitive information and situations.
  • Skilled in facilitation, coaching and training delivery.
