Senior Road Maintenance Fund Expert

About the role

NTU International is seeking a senior expert to support the design and operationalisation of Road Maintenance Funds across ECOWAS member states. The role will contribute to an EU‑funded technical assistance programme aimed at strengthening sustainable, resilient and safe mobility systems in West Africa.

Key responsibilities

• Support the establishment, reform and operationalisation of Road Maintenance Funds (RMFs) in ECOWAS member states.
• Provide technical assistance on sustainable road maintenance financing mechanisms and governance systems.
• Assist in preparing and reviewing legal, institutional and regulatory frameworks related to RMFs.
• Advise on user‑based financing approaches such as fuel levies, toll systems and other sustainable funding models.
• Develop transparent, decentralised and performance‑based financing systems.
• Strengthen governance structures, operational procedures and accountability mechanisms for RMFs.
• Prepare technical guidelines, operational manuals and financing frameworks.
• Coordinate with ECOWAS institutions, national authorities, development partners and road agencies.
• Deliver capacity‑building activities, workshops and technical training.
• Contribute to monitoring, reporting and analytical outputs on financing reforms.

Required profile

• Master’s degree in civil engineering, transport economics, infrastructure finance, public administration or a related field.
• Minimum 10 years of professional experience in road maintenance financing, infrastructure management or transport sector reforms.
• At least 7 years of experience specifically with Road Maintenance Funds or similar infrastructure funding mechanisms.
• Proven experience working on infrastructure or transport projects in developing countries, preferably in Sub‑Saharan Africa.
• Experience in international development cooperation and donor‑funded programmes.
