Senior Regional Technical Officer – Clinical Services (Ruvuma)

About the role

The Senior Regional Technical Officer – Clinical Services provides technical leadership and clinical guidance for HIV and TB service implementation under the EpiC & AFGHS‑FHI360 projects in Tanzania. The role strengthens quality, coverage and integration of services across police, prisons and public health facilities in the Ruvuma region.

Key responsibilities

• Provide technical oversight to ensure clinical service components meet project objectives and national guidelines.
• Supervise and coordinate council activities across all technical areas, building district capacity for sustainability.
• Deliver technical assistance to health facilities, including staff training, clinical mentoring, CME, patient‑flow analysis and data use.
• Strengthen treatment outcomes across the care continuum, such as ART initiation, retention, viral load monitoring and differentiated service delivery.
• Collaborate with the M&E team to use routine data for performance monitoring, gap analysis and quality improvement.
• Facilitate technical review meetings and clinical case discussions to improve quality of care.

Required profile

• Degree in Medicine or related field with national registration; Master’s in Public Health is an advantage.
• Minimum 6 years of professional experience in HIV/TB clinical services, preferably in public‑health or donor‑funded programs.
• Proven experience in program implementation, clinical mentorship, supportive supervision and quality improvement.
• Experience working with MOH, R/CHMT, healthcare facilities, CSOs and implementing partners.
• Demonstrated experience in program monitoring, data analysis, reporting and using data for service improvement.

Required skills

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
• Data analysis and performance‑monitoring skills for evidence‑based decision making.
