Regional Technical Officer – HTS & Prevention

About the role

The Regional Technical Officer (RTO) for HIV Prevention and HIV Testing Services provides technical leadership and support for implementing HTS, HIV self‑testing, Social Network Strategy, PrEP and integrated NCD screening under the EpiC project in Tanzania.

Key responsibilities

• Support technical planning, implementation and monitoring of HIV prevention and testing services across the region.
• Strengthen health facility capacity to deliver HTS, identify unreached HIV‑positive clients and ensure linkage to care.
• Provide technical oversight for Provider‑initiated HIV testing, quality assurance, and integration of NCD screening into HIV services.
• Mentor junior staff, supervise data collection, reporting and use of data for continuous quality improvement.

Required profile

• Degree in Medicine, Nursing or related field with national registration; Master’s in Public Health is an advantage.
• Minimum 4 years of experience in HIV prevention, HTS, public health or related programs.
• Experience working with Ministry of Health, USG‑funded projects and donor‑funded health programs.
• Proven ability to provide technical assistance, capacity building and supportive supervision.

Required skills

• Strong knowledge of HIV prevention, HTS, HIVST, PrEP and linkage services.
• Data analysis, performance monitoring and data‑driven decision‑making.
• Proficiency in Microsoft Office applications and project monitoring systems.
