Regional Technical Officer – Community Engagement, HIV (Njombe)

About the role

The Regional Technical Officer (RTO) for Community Engagement, HIV will provide technical and programmatic oversight of community and facility‑based interventions aimed at strengthening linkage to care, ART initiation, treatment continuity and re‑engagement for adults, children and adolescents in the Njombe region.

Key responsibilities

• Provide technical support and mentorship to Community Health Workers, health facilities and district teams to improve ART linkage, retention and re‑engagement.
• Develop and disseminate tools, SOPs and communication packages for community‑based HIV service delivery and integrated HIV/TB services.
• Analyze ART retention data, monitor key performance indicators and produce actionable reports for project decision‑making.
• Conduct supportive supervision, mentorship and quality‑assurance activities to ensure compliance with national guidelines and donor requirements.
• Represent the project in regional and district technical workshops, meetings and stakeholder platforms.

Required profile

• Bachelor’s degree in public health, social sciences, international development or a related field.
• Minimum 4 years of progressive experience in community‑based health programming, specifically HIV prevention, care and treatment.
• Demonstrated experience working with NGOs, CSOs, CHWs, government agencies and other community stakeholders.
• Willingness and ability to travel extensively (50‑75% domestic travel) within Tanzania.

Required skills

• Proficiency with Microsoft Office Suite (including Excel) and Microsoft 365 applications such as SharePoint, Teams, Skype/Zoom.
• Strong analytical and data‑use skills for interpreting program data and preparing reports.
• Fluent in written and spoken English and Swahili.
