National Consultant to Support Finalization of the Health Sector National Adaptation Plan (H‑NAP) 2026‑2030

About the role

The World Health Organization, in partnership with Tanzania’s Ministry of Health and other key stakeholders, is seeking a national consultant to finalize the Health Sector National Adaptation Plan (H‑NAP) for 2026‑2030. The role focuses on integrating heat‑health interventions, strengthening cross‑sectoral collaboration, and ensuring sustainable implementation to protect vulnerable populations.

Key responsibilities

• Review and finalize the draft H‑NAP, ensuring accuracy and relevance of data.
• Integrate evidence‑based heat‑health interventions and climate‑resilient strategies.
• Align the plan with WHO guidance, national health priorities, and gender‑equity considerations.
• Coordinate with the Ministry of Health, UNICEF, the Vice President’s Office and other partners to secure consensus.
• Develop implementation mechanisms that enhance health facility resilience and continuity of care during climate shocks.
• Provide technical guidance and capacity‑building recommendations for national ownership of the plan.

Required profile

• National expert with proven experience in health policy, climate‑change adaptation and public‑health planning.
• Familiarity with Tanzania’s health system, WHO standards and multi‑stakeholder coordination.
• Ability to produce high‑quality technical documents and synthesize vulnerability assessments.
