HR Manager - Ferry Operations

About the role

Shugulika Africa Limited is looking for an HR Manager in Dar es Salaam to oversee all HR functions for ferry operations, covering marine crew and shore-based staff. The role ensures efficient workforce management, compliance with Tanzanian labor and maritime regulations, and alignment of HR strategy with financial and operational goals.

Key responsibilities

• Manage recruitment for marine crew and shore staff, and align manpower planning with operational and budget requirements
• Oversee onboarding and deployment, handle grievances and disciplinary processes, and promote a safe work environment
• Manage crew welfare for shift-based operations and drive employee engagement and retention
• Ensure compliance with Tanzanian labor laws and maritime regulations, maintain contracts, certifications and statutory records, and support audits and inspections
• Develop and enforce HR governance frameworks and internal HR policies
• Oversee payroll, overtime and allowances; work with the CFO on budgeting and cost control, and review monthly attendance reports
• Identify training needs, run learning and development programs, and implement appraisal systems and KPIs
• Design performance management systems, maintain employee records and attendance systems, and prepare HR reports and analytics for management
• Provide strategic HR advice to senior management on workforce planning, organizational design and succession planning, and support change management

Required profile

• Bachelor's degree in Human Resource Management, Business Administration, Law or a related field
• Minimum 5-10 years of progressive HR experience, including managerial responsibility
• Strong knowledge of Tanzanian labor laws and HR compliance frameworks
• Experience managing shift-based or operational workforces, payroll management and employee relations
• Experience in performance management, workforce planning and HR analytics/reporting; HRIS exposure preferred
• Transport, logistics or marine experience is an added advantage; HR certification (CIPD, SHRM or equivalent) is an added advantage
