Human Resources Manager

About the role

A client in the telecommunications industry, represented by Shugulika Africa Limited, is looking for a Human Resources Manager based in Dar es Salaam. The manager leads all HR functions so the organisation can attract, develop and retain top talent while staying compliant with Tanzanian labour laws and corporate policies. The role suits a strategic thinker with strong leadership skills who can align HR with business goals.

Key responsibilities

• Develop and implement HR strategies and policies aligned with business goals, and advise management on workforce, talent and succession planning.
• Oversee the full recruitment cycle, build a talent pipeline and coordinate induction programmes.
• Act as the main point of contact for employee relations, grievances and disciplinary matters, and foster an inclusive, performance-driven workplace.
• Plan engagement initiatives, identify skills gaps and design training and development programmes.
• Manage performance appraisals, set goals with department heads and monitor progress.
• Ensure compliance with Tanzanian labour laws, occupational safety standards, NSSF, WCF and PAYE, and manage relations with regulators and audits.
• Supervise payroll, review compensation and benefits, keep accurate employee records and use HR systems for reporting.

Required profile

• Bachelor's degree in Human Resources Management, Business Administration or a related field.
• 10-15 years of progressive HR experience, including at least 5 years in a managerial role.
• Strong knowledge of Tanzanian labour laws and HR policies.
• Proven expertise in employee development, performance management and conflict resolution.
• Experience in a multicultural environment; prior experience in the petroleum, oil and gas or energy sector is an added advantage.
