Assistant Operations Manager - Fuel Transport

About the role

A client of Shugulika Africa Limited, a leader in the logistics and transportation sector, is looking for an Assistant Operations Manager for fuel transport. The role leads and coordinates all aspects of fuel transportation operations within Tanzania and across neighbouring countries such as Uganda, Zambia, the DRC, Rwanda and Burundi. It calls for strong leadership, deep knowledge of regional logistics and compliance, and the ability to manage cross-border challenges while keeping operations efficient and safe.

Key responsibilities

• Oversee daily operations of local and cross-border fuel transportation.
• Manage dispatching, routing and scheduling of deliveries for timely and accurate fuel distribution.
• Coordinate with customs, border control and other authorities on cross-border compliance.
• Monitor fleet performance and delivery KPIs for local and regional routes, and optimize fleet utilization to reduce fuel consumption and improve turnaround.
• Supervise GPS and telematics systems to track vehicle movement and fuel usage.
• Ensure adherence to Tanzanian and regional transport regulations, fuel handling standards and environmental laws.
• Implement safety procedures, driver training and emergency response measures, and ensure compliance with customs documentation and transport permits.
• Lead and mentor a team of drivers, loading and offloading supervisors, including evaluations, training and succession planning.
• Develop and manage the transport department's budget and cost controls, analyze logistics data and prepare reports for senior leadership.

Required profile

• Bachelor's degree in Transport Management, Logistics, Supply Chain, Engineering or a related field.
• Minimum 7-10 years' experience in fuel transportation or logistics, with at least 5 years in cross-border operations in East, Central or Southern Africa.
• Experience managing large fleets and logistics teams.
• Fluent in English and Swahili; French is an advantage.
• Valid driver's license and willingness to travel frequently across the region.

Required skills

• Strong understanding of regional road networks, border processes and fuel logistics.
• Good report preparation and analysis in Excel.
• Familiarity with fleet management software, GPS tracking and transport compliance systems.
• Excellent communication and negotiation skills.
