Monitoring, Evaluation and Learning (MEL) Expert

About the role

NTU International is seeking a highly qualified Monitoring, Evaluation and Learning (MEL) Expert to design, implement and continuously improve the MEL framework for the Africa‑EU Space Partnership Programme (AESPP Boost). The role supports policy dialogue, knowledge exchange and investment in the African space ecosystem.

Key responsibilities

• Develop and refine the programme’s monitoring, evaluation and learning framework.
• Design indicators, baselines, data‑collection protocols and evidence‑consolidation processes.
• Conduct impact assessments and provide actionable insights for programme improvement.
• Coordinate with multi‑partner and donor‑funded stakeholders, ensuring alignment with EU funding requirements.
• Support proposal preparation and reporting for the AESPP Boost project.

Required profile

• Master’s degree in evaluation, statistics/data science, development economics, social sciences or a related field (or 4 years relevant experience).
• Minimum 8 years of professional experience in monitoring and evaluation, results‑based management or applied data analysis.
• At least 4 years of experience designing or operating MEL frameworks for donor‑funded or complex multi‑partner programmes.
• Excellent command of English; working knowledge of French or Portuguese is an asset.
• Experience with EU‑funded programmes and work in Africa is a plus.
