MEAL Manager II – Tanzania, Mozambique & Lesotho (TaMoLe) Hub

About the role

You will provide technical and management leadership for Monitoring, Evaluation, Accountability and Learning (MEAL) activities across Tanzania, Mozambique and Lesotho within the TaMoLe ESARO hub. Your expertise will help programme teams design robust monitoring systems, ensure accountability to beneficiaries and donors, deliver high‑quality evaluations and promote learning aligned with donor and agency standards.

Key responsibilities

• Provide management support, technical oversight and, when needed, direct implementation of MEAL systems for new and existing projects.
• Support project design, start‑up, implementation, close‑out, emergency response and operational transitions to ensure compliance with CRS policies, donor guidelines and best practices.
• Deliver surge MEAL leadership and hands‑on technical support during periods of heightened need, including acting as interim MEAL Manager for projects or country programmes.
• Coach and develop MEAL staff, create individual development plans and guide performance planning.
• Coordinate and oversee data management systems, ensuring they are fit for purpose and support adaptive management.
• Establish and review Feedback and Complaint Response Mechanisms (FCRM) to guarantee beneficiary accountability.
• Design evaluation processes, develop Terms of Reference and facilitate cross‑learning and knowledge‑management activities.

Required profile

• Proven experience in monitoring, evaluation, accountability and learning within humanitarian or development programmes.
• Demonstrated ability to manage MEAL functions across multiple countries and to provide technical guidance to diverse teams.
• Strong understanding of donor compliance, data‑driven decision‑making and adaptive management.
• Experience coaching staff and building capacity in MEAL practices.
