Senior Technical Officer, Prevention of Mother-to-Child Transmission

About the role

The Senior Technical Officer, PMTCT provides strategic technical leadership and oversight for the implementation, monitoring and continuous improvement of Prevention of Mother‑to‑Child Transmission (PMTCT), HIV‑Exposed Infants, paediatric HIV and Cervical Cancer services in Dar es Salaam.

Key responsibilities

• Lead planning, implementation and monitoring of PMTCT and Cervical Cancer Prevention (CECAP) interventions across supported regions.
• Provide technical guidance to regional teams on triple‑elimination interventions for HIV, syphilis and hepatitis B.
• Strengthen cervical cancer service delivery, including screening quality, treatment referral and follow‑up of abnormal results.
• Develop and maintain referral and linkage systems to minimise loss‑to‑follow‑up across the care continuum.
• Monitor key PMTCT and CECAP indicators, track targets, coverage and service quality at regional and facility levels.
• Mentor, coach and build capacity of technical teams and healthcare workers through supervision, on‑the‑job training and performance improvement initiatives.
• Coordinate with government authorities, implementing partners, technical agencies and community stakeholders to ensure harmonised implementation.
• Prepare technical reports, analytical briefs, presentations and documentation of lessons learned for internal and external audiences.

Required profile

• Senior‑level technical expertise in PMTCT, HIV‑exposed infant care and cervical cancer prevention.
• Proven experience in health programme implementation, monitoring and evaluation.
• Ability to work closely with government counterparts, implementing partners and community stakeholders.
• Strong analytical and reporting skills to produce high‑quality technical documents.
