Senior Technical Officer – HIV Prevention & Testing (Dar es Salaam)

About the role

The Senior Technical Officer will lead the design, implementation and monitoring of HIV prevention and testing services under the EpiC project in Tanzania. The role covers HIV testing services (HTS), HIV self‑testing, Social Network Strategy, pre‑exposure prophylaxis, demand creation and the integration of non‑communicable disease screening into existing health platforms, primarily for Police and Prisons and public health facilities.

Key responsibilities

• Support technical planning, rollout and monitoring of HTS, HIVST, SNS and PrEP across assigned regions.
• Mentor and build capacity of staff to reach unreached populations, ensure linkage to care and maintain quality standards.
• Coordinate with Ministry of Health, regional teams, CSOs and other partners to align activities with national guidelines.
• Lead bi‑weekly performance reviews, develop action plans and track progress toward the first 95 target.
• Oversee internal and external quality assurance for HIV testing and drive corrective actions with laboratory teams.
• Integrate hypertension and diabetes screening into HIV, MNCH and differentiated service delivery models.
• Support routine data collection, reporting and use of HTS, prevention and NCD data for program improvement.

Required profile

• Proven experience in HIV program implementation and technical supervision.
• Strong knowledge of Tanzanian national HIV guidelines and global best practices.
• Ability to work collaboratively with government, NGOs and community stakeholders.
• Excellent analytical skills for data‑driven decision making.
