Regional Technical Officer – Community Engagement (HIV)

About the role

The Regional Technical Officer (RTO) for Community Engagement will provide technical and programmatic oversight of community‑ and facility‑based HIV interventions in Mtwara. The role supports linkage to care, ART initiation, treatment continuity and re‑engagement for adults, children and adolescents across the region.

Key responsibilities

• Provide technical support for evidence‑based strategies to strengthen ART linkage, retention and re‑engagement.
• Develop and disseminate tools, SOPs and communication packages for community‑based HIV service delivery.
• Mentor and supervise CHWs, healthcare providers and CSOs to improve referrals, case management and use of appointment registers.
• Analyze ART retention data, identify gaps and recommend technical solutions.
• Monitor project performance indicators and produce timely reports for decision‑making.
• Represent the project in regional and district technical workshops and stakeholder meetings.

Required profile

• Bachelor’s degree in social sciences, public health, international development or related field.
• Minimum 4 years of progressive experience in community‑based health programming, especially HIV prevention, care and treatment.
• Experience working with NGOs, CSOs, CHWs, government agencies and ability to travel extensively within Tanzania.

Required skills

• Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint).
• Experience using Microsoft Office 365, SharePoint and virtual collaboration tools (Skype, Zoom, Teams).
• Strong data analysis and reporting skills.
