MEAL Officer – Monitoring, Evaluation, Accountability & Learning

About the role

The MEAL Officer will support Raising The Village’s programmes in Tanzania by ensuring high‑quality monitoring, evaluation and learning data. Working closely with the Venn team and field staff, you will translate data into actionable insights that drive programme improvement and support regional expansion.

Key responsibilities

• Support daily project monitoring, reviewing M&E data against targets and ensuring alignment with RTV’s framework.
• Lead training for data collectors, manage contractor‑led data collection and conduct routine data quality checks.
• Oversee the design and production of Master Scorecard modules, including indicator mapping and validation.
• Draft briefs and summary reports highlighting findings, trends and recommendations.
• Provide first‑level technical support for RTV’s custom mobile data collection applications.
• Participate in community drive‑throughs, site validations and feasibility assessments for new programme areas.
• Design, roll out and analyse community needs assessments and baseline surveys.
• Collect and synthesize community feedback to strengthen accountability and learning loops.

Required profile

• Minimum 3 years of experience in monitoring, evaluation, accountability or learning within development programmes.
• Experience managing data collection contractors and conducting data quality assurance.
• Proven ability to produce clear analytical reports and briefs for programme improvement.
• Willingness to travel up to 30 % of the time and work onsite in Tanzania.
• Fluent in English; knowledge of local dialects is a plus.
