National Consultant – Gender-Responsive DRR Framework for Kigoma

About the role

UN Women is seeking a national consultant to lead the development of a gender‑responsive Disaster Risk Reduction (DRR) framework for the Kigoma Region of Tanzania and to strengthen the capacity of regional institutions to implement it. The consultant will work closely with UN Women, regional authorities and local stakeholders to translate national gender and climate policies into practical tools and mechanisms.

Key responsibilities

• Conduct a gender‑analysis of existing DRR policies, plans and practices in Kigoma.
• Design a comprehensive, gender‑responsive DRR framework aligned with Tanzania’s National Gender Policy and National Action Plan on Women, Peace and Security.
• Develop guidelines, tools and training modules for regional institutions to integrate gender considerations into disaster preparedness, response and recovery.
• Facilitate workshops and capacity‑building sessions with government officials, civil‑society groups and women’s organisations.
• Provide technical support for the institutionalisation of the framework, including monitoring and evaluation mechanisms.

Required profile

• Advanced university degree in gender studies, disaster risk management, climate change, development studies or a related field.
• Minimum 5 years of professional experience in gender‑responsive DRR, climate‑action programming or institutional capacity building, preferably in Tanzania or East Africa.
• Demonstrated experience working with UN agencies, government bodies and NGOs.
• Strong understanding of Tanzania’s gender and climate policies.
