Senior Technical Officer – Systems Developer

About the role

The Senior Technical Officer (STO), Systems Developer leads the design, development, integration, enhancement, and maintenance of electronic supply chain management information systems that support health commodity logistics in Tanzania. Working closely with the Ministry of Health, implementing partners, and program staff, the incumbent creates innovative digital solutions that improve data visibility, inventory management, forecasting, reporting, and evidence‑based decision‑making.

Key responsibilities

• Design, develop, customize, test, deploy, and maintain supply chain management information systems and related digital solutions.
• Oversee application and database performance, security, and availability through troubleshooting, debugging, upgrades, optimization, and maintenance.
• Support continuous improvement of data quality, reporting processes, system functionality, and information‑management practices.
• Collaborate with stakeholders to gather requirements and implement effective, innovative digital solutions.
• Provide technical assistance, oversee system integrations, ensure secure and well‑documented applications, and contribute to scalability and sustainability of digital health systems.

Required profile

• Proven experience in software development and system integration for health or logistics domains.
• Strong understanding of digital health technologies and supply chain information systems.
• Ability to work with limited supervision and collaborate with government and partner teams.
• Excellent analytical and problem‑solving skills.
