Senior Technical Advisor – HMIS & Digital Health (STA)

About the role

The Senior Technical Advisor (STA) provides strategic, technical and operational leadership to Tanzania's Ministry of Health and the Prime Minister’s Office for Regional Administration and Local Government. The role focuses on designing, implementing, integrating and optimizing national digital health and supply‑chain information systems to improve data quality, interoperability and real‑time access for evidence‑based decision making.

Key responsibilities

• Lead the development, enhancement and integration of national digital health platforms such as the Health Information Exchange (HIE), Health Data Universe (HDU), EMRs (ZanEMR, GoTHOMIS, Afya eHMIS) and eLMIS.
• Provide systems support to identify gaps, propose scalable solutions and ensure alignment with national health strategies.
• Gather and document system requirements from supply‑chain stakeholders to guide design and interoperability.
• Coordinate quality‑assurance activities, review technical designs, APIs and database structures, and conduct User Acceptance Testing (UAT) for new modules or upgrades.
• Offer technical troubleshooting, issue resolution and capacity‑building for data flow, performance and integration challenges.

Required profile

• Demonstrated judgment in selecting methods and techniques with minimal supervision.
• Experience providing input to senior technical leadership on national guidelines and policies.
• Proven ability to work with health‑sector and supply‑chain stakeholders to align initiatives and establish data‑sharing standards.

Required skills

• Strong knowledge of health information systems and supply‑chain digital platforms.
• Experience with API design, system integration and database structures.
• Proficiency in conducting User Acceptance Testing (UAT) and quality‑assurance processes.
• Technical troubleshooting and issue‑resolution skills for data flow and performance.
