National Consultant – CRVS and Innovations Expert (5-month contract)

About the role

The National Consultant will support the operationalisation and early implementation of the BRIDGE‑TZ project in Tanzania. Working closely with UNICEF and government partners, the consultant will strengthen coordination, establish implementation systems and facilitate the contracting of key service providers.

Key responsibilities

• Strengthen coordination across stakeholders for the BRIDGE‑TZ initiative.
• Establish robust implementation and monitoring systems.
• Facilitate timely contracting of essential service providers.
• Ensure project rollout aligns with national civil registration reforms and digital governance priorities.
• Promote institutional ownership and strategic sequencing of activities.

Required profile

• Master’s degree in public policy, information systems, social policy, public administration, development studies, public health or a related field.
• 8–10 years of experience in development programmes, especially in civil registration, digital governance or digital identity systems.
• Experience working with government systems in Tanzania or East Africa.
• Proven ability to support multi‑stakeholder programmes or system reforms.
• Fluent in English and Swahili.
• Strong stakeholder engagement abilities (desirable).
