National Consultant – Adolescent Health Programme Development (5‑month)

About the role

UNICEF Tanzania is seeking a senior national consultant to lead the design and development of the National Multi‑Sectoral Adolescent Health and Well‑being Programme (NM‑AHWP) for the 2026/27–2030/31 period. The assignment is office‑based and will run for five months.

Key responsibilities

• Conduct inception and planning activities to define scope and methodology.
• Facilitate a national stakeholder consultation process across health, education, and social sectors.
• Draft the NM‑AHWP, incorporating evidence‑based interventions and a theory of change.
• Lead a technical review of the draft programme and incorporate feedback.
• Organise and moderate a validation workshop with government and UN partners.

Required profile

• Advanced university degree (Master’s or higher) in Public Health, Public Policy, Development Studies, Social Sciences, Education, Health Systems or related field.
• Minimum 15 years of professional experience in adolescent health programming, policy analysis, and multi‑sectoral programme development.
• Fluency in English and Kiswahili.
• Demonstrated experience working with the Government of Tanzania and UN agencies.

Required skills

• Competency in strategic planning, results‑based management, theory of change development, monitoring and evaluation, and policy analysis.
• Strong facilitation, analytical, and report‑writing abilities.
