HR and Legal Manager

About the role

Shugulika Africa Limited is hiring an HR and Legal Manager in Dar es Salaam. The role audits, restructures and institutionalizes HR functions across client organizations, building compliant, structured, performance-driven HR systems. It is a transformation role, not a routine HR administrative position.

Key responsibilities

• Conduct HR audits covering documentation, compliance, payroll, workforce structure and policies; identify operational, legal and compliance risks and build prioritized action plans.
• Review and redesign organizational structures, reporting lines and accountability frameworks, and align workforce planning with operational output.
• Develop and standardize HR policies, employment contracts, job descriptions, code of conduct, disciplinary procedures, leave and attendance processes, and recruitment and onboarding workflows, including process maps and training for management.
• Build plant-level and role-level KPIs, performance review cycles, scoring matrices and dashboards, and link performance to increment and bonus frameworks.
• Review HRIS, payroll and attendance systems, recommend automation and integration improvements, and strengthen data governance and reporting.
• Ensure compliance with labor laws and statutory requirements, oversee disciplinary processes, manage high-risk employee relations issues and support representation at the CMA where required.
• Lead implementation across multiple sites, train plant managers and supervisors, ensure adoption of new processes and monitor sustainability after rollout.
