Engineering & Planning Manager – Airport Project

About the role

The Engineering & Planning Manager will lead the engineering, planning, cost control and project controls functions for the Pemba Island International Airport project in Tanzania. Based on Pemba Island, the role ensures the project meets schedule, quality and profitability targets while coordinating all technical, contractual and financial aspects.

Key responsibilities

• Develop, coordinate, review and approve engineering designs in line with contractual specifications, Tanzanian regulations, international standards and financing requirements.
• Create and maintain an integrated project schedule covering engineering, procurement, logistics, construction and commissioning.
• Plan and allocate resources – personnel, materials, equipment and subcontractors – to meet contractual milestones and Export Credit Agency conditions.
• Lead procurement activities in partnership with the corporate procurement department, ensuring compliance with technical specifications and financing terms.
• Monitor project costs, productivity and financial performance, managing cash flow, progress certifications and financial forecasts.
• Identify, assess and mitigate technical, contractual, financial and operational risks, maintaining the project risk register.
• Prepare and present regular reports for the client, project management, corporate management and financing institutions.

Required profile

• Proven experience leading engineering, planning and cost control functions on large infrastructure or airport projects.
• Strong knowledge of Tanzanian construction regulations and international engineering standards.
• Experience working with Export Credit Agencies or similar financing bodies.
• Demonstrated ability to coordinate multidisciplinary teams, subcontractors and suppliers.
• Solid background in contract administration, cash‑flow management and risk mitigation.
