Technical Officer – Community-Based Health Services

About the role

The Technical Officer – Community‑Based Health Services (TO‑CBHS) provides field‑level technical and implementation support for an integrated community health programme in Mainland Tanzania and Zanzibar. Reporting to the Field Team Leader, the role works closely with regional and district health promotion coordinators and local government structures to strengthen community health worker (CHW) and community‑owned resource person (CORP) systems.

Key responsibilities

• Support the implementation of integrated community‑based MNCH and malaria services through government structures, ensuring alignment with national policies and project work plans.
• Facilitate participatory mapping, micro‑planning and identification of underserved groups, malaria hotspots and priority service locations.
• Oversee community‑based insecticide‑treated net (ITN) registration, quantification, distribution planning and last‑mile delivery, coordinating with regional teams, health facilities and community leaders.
• Strengthen the recruitment, orientation, training, supervision and performance management of CORPs and CHWs, including tools, commodities and referral mechanisms.
• Assist government counterparts in transition planning, sustainability assessments and integration of project activities into routine health‑system budgeting and supervision.

Required profile

• Proven experience in community health programme implementation, preferably in MNCH or malaria contexts.
• Strong knowledge of Tanzanian national health policies, guidelines and community health worker frameworks.
• Ability to work collaboratively with government officials, local authorities and multi‑sectoral partners.

Required skills

• Community‑based insecticide‑treated net (ITN) distribution planning and execution.
• Micro‑planning and participatory mapping for health service delivery.
