Senior Technical Officer – Demand Planning Laboratory Services

About the role

The Senior Technical Officer (STO) will provide technical assistance to Tanzania's national health programmes (HIV, TB, Malaria) to ensure laboratory commodities are accurately forecasted, procured, stored and distributed. The role supports the Ministry of Health, Medical Stores Department and partner agencies to achieve uninterrupted laboratory commodity availability.

Key responsibilities

• Lead forecasting, quantification and demand planning for HIV, TB, Malaria and other priority laboratory products.
• Develop and update national laboratory supply plans aligned with Ministry of Health priorities.
• Analyse consumption, morbidity, inventory and pipeline data to generate accurate forecasts and procurement schedules.
• Monitor stock status, shipment performance, product shelf‑life and identify supply‑chain risks, implementing mitigation measures.
• Strengthen LMIS/eLMIS implementation, ensure high‑quality data for decision‑making and establish KPI monitoring frameworks.
• Provide technical assistance, coaching and capacity‑building to national and sub‑national counterparts.

Required profile

• Demonstrated knowledge of public‑health supply chain management, demand planning and laboratory commodity logistics.
• Fluency in English and Kiswahili with strong written and verbal communication skills.
• Experience working with government health programmes, donors and implementing partners in Tanzania.
