Senior Technical Officer – Demand Planning for HIV & TB

About the role

The Senior Technical Officer will provide technical support to Tanzania’s National AIDS, STIs and Hepatitis Control Program and the National TB and Leprosy Program, ensuring the availability and efficient management of HIV and TB commodities across the health system. The role involves strengthening demand planning processes, capacity building, and supporting supply chain improvements in partnership with key stakeholders.

Key responsibilities

• Provides technical support and guidance to NASHCOP and NTLP to strengthen HIV and TB commodity demand planning and supply chain management.
• Supports implementation of demand planning, forecasting and supply planning activities, including capacity building for government counterparts.
• Ensures timely availability of quality HIV and TB commodities at all health‑system levels.
• Plans and executes quantification exercises and participates in bottom‑up quantification and supply‑chain reviews.
• Participates in pipeline analyses, tracks supplies, identifies challenges and supports mitigation measures.
• Develops technical briefs, reports, guidance documents and provides mentorship to junior staff.
• Contributes to proposal writing, technical proposals, budgets and work plans for HIV/TB demand planning.

Required profile

• Master’s degree (or equivalent) in public health, pharmacy, laboratory science or a related field.
• Minimum six years of professional experience in commodity forecasting, quantification, demand planning or supply chain management for HIV/AIDS and TB.
• Experience working with NGOs, government ministries, donors or private entities in Tanzania.
• Demonstrated knowledge of Tanzania’s health supply‑chain systems and HIV/TB commodity management.

Required skills

• Supply chain management principles, demand planning, forecasting and quantification.
• Proficiency with database management software and online search tools.
• Experience with national quantification and forecasting tools (QAT, pipelines, Quantimed, Quan TB).
• Use of LMIS/eLMIS platforms and other electronic logistics information systems.
• Fluency in English and Kiswahili.
• Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
