Senior Technical Advisor, Quality Improvement

About the role

The Senior Technical Advisor, Quality Improvement (QI) will provide expert, hands‑on support to strengthen HIV and TB service delivery across police, prison and public health facilities under the EpiC Project in Tanzania. Working closely with facility teams, regional health management and project staff, the advisor will drive data‑informed quality improvement initiatives that enhance testing, treatment linkage, retention and viral load suppression.

Key responsibilities

• Lead implementation of QI activities aligned with national HIV/TB guidelines and project priorities.
• Support facilities in identifying bottlenecks, setting improvement objectives and developing, executing and reviewing QI action plans.
• Facilitate QI methodologies such as PDSA cycles, root‑cause analysis, gap analysis, process mapping and run‑chart monitoring.
• Strengthen QI governance by establishing facility QI teams and routine performance review meetings.
• Conduct regular supportive supervision, on‑site mentorship and follow‑up visits to police, prison and public health facilities.
• Build capacity of senior technical officers on quality standards and continuous improvement approaches.
• Guide staff in using dashboards, facility registers, the CTC2 database and other reporting tools to inform QI actions.
• Document QI results, lessons learned and best practices for scale‑up and donor reporting.

Required profile

• Senior‑level experience in quality improvement for HIV and/or TB programs.
• Proven ability to work with multidisciplinary teams in low‑resource health settings.
• Strong analytical mindset with experience in data‑driven decision‑making.
• Excellent communication and mentorship skills for supportive supervision.
