Senior Program Officer – Sustainable Health Financing

About the role

The Senior Program Officer will support R4D’s growing health systems and health financing portfolio in Tanzania. Working across two flagship projects, the role provides technical and project‑management support on public financial management, health financing, sub‑national capacity building, and health‑system strengthening.

Key responsibilities

• Lead internal and external partner engagement, cultivating relationships with donors, government ministries (MoH, MoF, PMO‑RALG) and other stakeholders.
• Provide technical guidance and project management across multiple engagements, ensuring high‑quality, impactful results.
• Support public financial management processes, health‑financing reforms, and capacity‑building activities at national and sub‑national levels.
• Collaborate closely with the Tanzania Country Director and in‑country partners to align activities with national priorities.

Required profile

• Senior‑level professional with experience in health systems, health financing, or public financial management.
• Proven ability to work with government counterparts and international partners.
• Strong analytical and communication skills to influence budget cycles and financing decisions.
