Senior Manager - Health Information Systems

About the role

The Senior Manager Health Information Systems works under the Research, Monitoring, Evaluation and Learning Director to ensure the data management system captures all program data needed for effective monitoring, evaluation and reporting. The role provides leadership, management and mentoring to Country Office and Field Office HIS officers, collaborates with M&E managers and senior technical advisors, and directly manages a Data Visualization Officer.

Key responsibilities

• Lead technical oversight for implementation and optimisation of health information systems supporting HIV and TB programmes, ensuring integration and interoperability.
• Strengthen routine data quality assurance, validation, reconciliation and cleaning across HIV and TB information systems.
• Support integration and interoperability between HIS platforms, map data flows, develop data dictionaries, metadata and standard operating procedures.
• Lead development and maintenance of interactive dashboards, scorecards and visualisation products for programme monitoring and decision‑making.
• Provide technical assistance, coaching and mentorship to regional, council and facility teams, and create training materials, user guides and SOPs.

Required profile

• Master’s degree in Epidemiology, Public Health, Biostatistics, Computer Science or related field, or equivalent experience.
• At least five years of experience in monitoring and evaluation, including M&E tool development, DHIS, and data capture/management using Excel, Access, Power BI, etc.
• Experience in HIV programme monitoring and reporting, preferably under US Government (PEPFAR) funding.
• Proven experience managing and supervising staff.
• Excellent oral and written communication skills in English and Kiswahili, with strong critical‑thinking and attention to detail.
