Regional Technical Officer, Strategic Information

About the role

The Regional Technical Officer, Strategic Information leads monitoring and evaluation activities across multiple district councils in the Mtwara region and neighboring regions. Working under the Senior Regional Technical Officer, the role ensures M&E processes meet the standards of the U.S. Department of State, FHI 360 and the Tanzanian Government.

Key responsibilities

• Provide day‑to‑day technical leadership for data collection, analysis, reporting and health information system strengthening in assigned districts.
• Conduct supportive supervision visits, data quality assessments and verification exercises using standardized tools.
• Oversee project databases and digital health platforms (e.g., CTC2, DHIS2 Tracker, MoH DHIS2, UCS, Infolink, DATIM, CTC Analytics, CQI Dashboards, Monthly Portal, Jicheki ORA, eLMIS, eTL).
• Mentor health‑care providers and facility staff on data capture, quality assurance, analysis and use for program improvement.
• Compile, review and analyze weekly, monthly and quarterly reports to identify trends, gaps and corrective actions.

Required profile

• Demonstrated ability to apply M&E methodologies and tools with minimal supervision.
• Experience supporting health information systems and data management in a multi‑partner environment.
• Strong analytical skills to identify data gaps and propose improvement strategies.

Required skills

• Proficiency with CTC2 and related modules.
• Experience using DHIS2 Tracker and MoH DHIS2 platforms.
• Familiarity with Unified Community Systems (UCS), Infolink, DATIM, CTC Analytics.
• Ability to develop dashboards, data visualisations and CQI tracking tools.
