Monitoring and Evaluation Manager

About the role

The Monitoring and Evaluation (M&E) Manager will provide strategic leadership for designing, implementing, and strengthening M&E systems for EGPAF’s integrated HIV and TB program in Tanzania. The role ensures high‑quality data are available on time to guide evidence‑based decisions, improve program performance, and meet national and donor reporting requirements.

Key responsibilities

• Develop and lead the implementation of the program M&E strategy, performance monitoring plans, and learning agendas aligned with national HIV/TB priorities.
• Strengthen data management processes, including data quality assurance, validation, triangulation, and governance across facility, regional, and national levels.
• Lead routine data analysis, create dashboards, scorecards, and visualisation tools to translate complex data into actionable insights for technical and management teams.
• Provide technical assistance, coaching, and capacity‑building to M&E staff, regional health teams, and government counterparts.
• Coordinate the preparation of routine program performance reports, donor reports, and ensure consistency between programmatic, financial, and performance data.

Required profile

• Master’s degree in Monitoring and Evaluation, Public Health, Epidemiology, Biostatistics, Health Informatics, Statistics, Data Science or related field (preferred) or a Bachelor’s degree in a relevant discipline.
• Minimum of 8 years of progressive experience in monitoring and evaluation, health information management, or public health data management, preferably within large‑scale HIV/TB programs.
• Demonstrated experience working with national health systems and donor‑funded reporting platforms such as DHIS2 and GOTHOMIS.
