HIV Clinical Services Officer

About the role

The HIV Clinical Services Officer will support the delivery of high-quality HIV prevention, care and treatment services in Dar es Salaam, aligning with national guidelines and PEPFAR priorities. The role focuses on strengthening the treatment cascade from case identification through viral suppression and ensuring integrated, client-centered services.

Key responsibilities

• Support comprehensive HIV/AIDS care and treatment in accordance with national protocols.
• Oversee the clinical cascade, including case identification, ART initiation, adherence counseling, retention and viral load suppression.
• Integrate advanced HIV disease services, CD4 testing, hypertension, diabetes, hepatitis and mental-health screening into routine HIV care.
• Provide technical support to health-facility teams and Council Health Management Teams on differentiated service delivery models such as same-day ART initiation and multi-month dispensing.
• Collaborate with community case-identification officers and peer navigators to link newly diagnosed clients to care.
• Monitor clinical outcomes, conduct data quality assessments and prepare regular performance reports.
• Facilitate capacity-building activities, including dissemination of SOPs, job aids and virtual performance meetings.

Required profile

• Medical degree (MD) from a recognized institution; MPH is an advantage.
• Minimum four years of experience in HIV/AIDS clinical care, preferably within a PEPFAR-supported programme.
• Demonstrated ability to work with council health teams, facility staff and partner organisations.
• Fluent in English and Swahili, both written and spoken.

Required skills

• Proficiency in Microsoft Word, Excel and PowerPoint.
• Familiarity with HIV data systems such as CTC2 and DHIS2.
• Strong data analysis and interpretation for programme improvement.
