Head of Fuel Management

About the role

The Fuel Manager leads the strategic procurement, logistics, quality assurance and continuous availability of all fuel types required for efficient cement plant operations. This senior position serves as the primary interface between the plant, fuel suppliers, CNG contractors, transporters, regulators and the HSE department to ensure safe, compliant and cost‑effective fuel supply.

Key responsibilities

• Develop and implement a comprehensive fuel procurement strategy for CNG, coal and alternative fuels, ensuring uninterrupted plant operations.
• Identify, evaluate and qualify fuel suppliers; negotiate contracts, pricing and delivery terms aligned with production targets.
• Maintain minimum fuel inventory buffers, monitor daily stock levels and coordinate procurement plans with production management.
• Manage CNG supply contracts, pricing negotiations and service level agreements; oversee delivery logistics, on‑site storage, regasification and distribution infrastructure.
• Ensure CNG handling, storage and usage comply with EWURA regulations, national safety standards and Dangote Group HSE policies.
• Monitor CNG consumption, calorific value and pressure parameters; report deviations and initiate corrective actions.
• Identify, source and qualify alternative fuel streams (agricultural waste, industrial by‑products, MSW, RDF, biomass, etc.) and develop a Thermal Substitution Rate improvement plan.
• Coordinate with EWURA for licences, pipeline approvals and regulatory compliance; manage safety inspections and equipment certification.
