Senior Technical Officer – Demand Planning for Laboratory Services

About the role

The Senior Technical Officer (STO) will lead demand planning for laboratory commodities supporting HIV, TB, malaria and other priority health programs in Tanzania. The role provides technical assistance to national disease control programmes and ensures continuous availability of essential laboratory supplies.

Key responsibilities

• Lead forecasting, quantification and demand planning for laboratory commodities.
• Develop and update national laboratory supply plans aligned with Ministry of Health priorities.
• Analyse consumption, morbidity, service utilisation, inventory and pipeline data to generate accurate forecasts.
• Prepare quantification reports, procurement schedules and pipeline analyses.
• Monitor stock status, inventory levels, shipment performance and product shelf‑life.
• Identify supply‑chain risks and implement mitigation measures to avoid stock‑outs and expiries.
• Strengthen LMIS/eLMIS implementation and ensure high‑quality data for decision‑making.
• Establish and track key performance indicators and supply‑chain monitoring frameworks.
• Coordinate with government stakeholders, medical stores, donors and implementing partners.
• Provide technical assistance, coaching and supportive supervision to national and sub‑national teams.

Required profile

• Proven experience in health‑sector supply‑chain management, preferably in laboratory commodities.
• Strong knowledge of forecasting, quantification and demand‑planning methodologies.
• Familiarity with national health programmes for HIV, TB, malaria and related diseases.
• Ability to work collaboratively with government agencies, donors and partners.
